Graphics in outlook

I am using outlook 97 at work and have noticed the same thing.  

I changed graphics verbosity to labeled and when restarting the next
time I heard the number read.  When checking graphics verbosity
settings, it was at labeled as I'd told it.  If I cycle the graphics
verbosity through it's options back to labeled again, it reads as I
like.  

Seems to be a bug somewhere, possibly in initialization somewhere.
