MSAPI should be supported in jfw 3.3

it does not work with jfw 32. jfw 32 does not support msapi
directly. jfw 3.2 does not allow use of microsoft speech synth. I
have tried and posted questions about this I have followed the by hand
instructions and it causes my system to crash. when I use other by
hand adds of synths that are known to be supported, they work so I
know it is not my by hand input that is not at fault. if this has
changed in the past couple of month, someone please kindly tell us.
