Eloq not loading

I have JFW 32 set up to load with a hot key. Sometimes, it loads (icon in
task bar), but there is no speech. When this happens, there is less audible
hard disk activity during JFW's loading. When this happens, I have to
re-boot for JFW to load properly.
Any clues as to why this is happening?
This is on a Pentium 133 with 80 mb of Ram.
