There is a script in default.jss called BrailleGrade2Translation that toggles this option for you. The key on your braille display which is supposed to toggle this option should be connected to that script via the script manager. When you switch applications, this will probably get reset to whatever state is defined in the config manager for that application. To change the default, use the config manager. Remember, to find out what each key on your braille display does, hit insert+1 on the numbers row to enter keyboard help mode. Then activate various keys on the display to hear what each one does.
