Task Bar Frame

Hi List,
I am using JFW3.2 with Windows 98 and when I use the Insert+ F11 Keystroke
it says that the Task Bar is not visible.

Could some one tell me off list how to make a frame aroundd the Task Bar
under Windows 98 so I can read the applications on the Task Bar with Insert
+ F 11 like I used to be able in Windows 95.
