MS Speech in 3.2

There is another way to have MsSpeech in JFW 3.2 without any trace, even
the .jls file.  The ssilsapi setup that Arkenstone has for Sapi complient
synths does support MS Speech, as it does Viavoice.  Just get the files
from Arkenstone's site, make the change in the SSILSAPI.ini file, and
follow the rest of the instructions.  I do admit that the jls option is
easier, if you don't mind downloading the whole 3.3 just for that one file.
