The condition described below is the way it USED to be. Now you can silence
various categories of keys while leaving other speaking. I've silenced
normal keys but left the three locks and various obscure keys talking so I
can tell what's happening. This can be set on an application-specific basis.
It's under Keyboard  in the Settings menu of Config Manager.
