According to everything I have read so far about programming for Windows98
all Windows3.1 software should run just fine under 95 or 98.  All of the API
functions are supported.  There are a number of improvements one could make
to the source code when porting a Win3.1 application if one had the source
code, things which would make 3.1 applications run better, faster and more
efficiently but run they will.

You cannot however go the other way in most cases.  If a programme is not
written with the old style API functions or uses functions not present in
3.1 and so on, it will not run on 3.1.

So far I have not discovered anything about Win98 API functions which should
interfere with applications intended for 98 from running on 95 but I am  not
certain about that, neither have I seen any applications which demand 98 so
I think it is so.

Short answer then:  Go ahead and run your Win3.1 applications under 95 or
98.  If the controls are standard they should all work with JFW as well.
