Re-installing is such a bore.
It sounds like you have full screen turned on.
I believe it's f11 that controls that. Try it fromn ie4 screen press f11
and then press alt to get to the menu bar.
As far as changing your graphics etc. I find it easier to work with the
menus in the control panel under internet, than working with the options
under ie4 directly.
