Windows 98 Second Edition

Hello, I recently recieved a link to download and install Windows 98 Second
 Edition.  I currently have Windows 95, I am already thinking maybe I 
shouldn't.  The computer I use was purchased for me by my state agency.  If 
I do upgrade What are some of the advantages and disadvantages.
