Al, I also had this problem. I finally decompressed the file with
Winzip (www.winzip.com). By the way: They now offer command line
support as an add-on: www.winzip.com/wzcline.cgi. However, the support
of cabinet files, which is quite useful in Winzip doesn't seem to be
available yet in the command line version.
