Hi, Tom,
I am a user of JFW 33 and a user of Windows 98. Maybe you want to try using
the windows key plus the letter m to minimize all apts. Then, maybe
pressing O and then enter will open your Outlook Express program. I have
had no problem with doing this. Also, I do not see much difference between
window 95 and windows 98.
