When I did this, I was able to tab to the link and hit enter once doing this it
brought up a emty mesage, then I typed in the information required and sent it
off.
I'm able to use IE 5 or Netscape to accomplish this task.`

I don't understand why you and I are having this trouble, and everybody
else seems to be able to do it without any problem. I guess you and I are
doing something wrong, but the others are not telling us what they are
doing so we can find out what we are doing wrong.
