I'm having a problem Changing to British English

Good evening All:
I'd like to use the British English, and I have gone into the language
menu, and all of the options are grayed out except the selection for
synthesizer.  I am using the latest jfw, and wonder how do I do this.  I am
using dectalk, but it doesn't work with the eloquence at work either.
