shortcut keys

Hello,
Can you make a shortcut key for one of your programs by going to it on the
desktop and without pressing enter so you stay on the desktop then press
insert and one of the  f keys I think it was f10 . I did this and it gave me
a menu to go down and it said short cut for one of the selections on the
content or context page it landed on when  I pressed insert  f10. Is this a
way to make a short cut key?  Just curious, and Thanks!
