Home Row in 3.3.26

There is no documentation for what the arrow keys do in Home Row mode.
When I press the Up and Down arrows, I seem to cycle through ANSI
character verbosity; when I press the Left and Right arrows, I don't
know what I'm cycling through, but there are fifty of them, whatever
they are.  Anybody know what this is all about?
