Hi, Marsha here.  Yes, PDF files can work with JFW.  You, however, must
download the access plug-in with the Acrobat Reader.  First download the
Acrobat Reader and then go to the website called access.adobe.com.  Go to that
appropriate link and then download it in the manner prescribed in the prompts. 
You must install that access plug-in in order for the thing to work with a
screen reader.  In that website, they do speak of the access plug-in for the
visually impaired.
