First, if you simply want to display the screen to a sighted person
where your virtual cursor is focused, you do not need to turn off the
virtual cursor. You can simply hit the screen refresh (INSERT-ESCAPE)
to display the portion of the screen where your virtual cursor is
located.
But, to answer your question, if you do turn off your virtual cursor
then turn it back on, your virtual cursor will still be located near
where you left it -- presuming you're still on the same page, of
course.
