Hello,

That has happened to me also,  I found out in my case, it was prompting me
to download critical updates for my system.  It was connected to Windows
Update.

the other time it happened to me it tried to get me to download some file to
support. the Tai language.

I don't speak Tai so I canceled it.

Well this what happened to me, next time it happens just click yes or
whatever and see what it says.
