Yes, I can hear the MidiFile on the Web Site you mentioned.
I think, your problem is with the volume control.
Check the Midi Volume up/down slider.
Go to StartMenu/Programs/accessories/multimedia/Volume Control, and, tab
until you hear "Midi Volume Up/Down Slider..." and adjust it according to
your satisfaction.
Up and down arrows increase and decrees 1 Percent at a time respectively.
page-up and Page-Down keys are useful to go up or down by grater numbers.
Tab once more and make sure that the Midi Volume isn't muted.
One more thing to check:
open Windows Media Player and make sure whether it is muted or not.
Ctrl+M is the toggle key for this command.
Opening a MidiFile during the experiment helps to know the effects easily.
