Authorization problems with Jfw 3.31

Hi I just bought a new Dell computer and I went to put Jfw 3.31 on it and
when I tried to authorize it I received the following message.
Authorization error 2 can not read authorization information.  I tried
winmove and evmove in dos I currently have 5 install accounts on the disk.
Any help on this matter would be appreciated.
