There is another way to look at this problem. Naxalites concentrate on poor areas and take advantage of the people's poverty to promote their anti-national agenda. Many a times the victims are tribals. So it wrong to say Naxalism grows in such areas.
It is very similar to how missionaries work. they go to far flung, underdeveloped areas where it is easier to take advantage of poverty adn and poor social conditions and destroy people's native heritage. Both naxalism and missionaries seek to impose their system on belief on the people and both have to be confronted and defeated, not appeased!
