You have not read my entire posting.
 
Corruption starts from the top and usually the small fires like Cl.IV are 
caught for accepting small amounts as bribe.
 
Our Democratic system of elections is the starting point of corruption. 
Candidates finghting need funds and look forward to businesses to fund them and 
busins in return get favours from the elected. This is a vicious circle and 
cannot be broken. I have known Senior Congress leaders literally carrying 
sackful of currencies in the flight from Delhi and an MP has told me of his 
meeting Rajiv Gandhi at Cuttack with the sackful of currency, before he left 
for Chennai and got killed.
 
But look at Gujarat and Narendra Mody? The moment he took the seat, he got rid 
of at least six senior IAS who were proven to be corrupt earlier to cleanse the 
system. Others took the hint and were really scared when CM called them- he 
reprimads them if they come without studying the files.
 
A no nonsense CM, he has been ruling Gujarat efficiently and any member of 
public could walk into his chamber with grievances at the specific timings to 
redress the grievances or every e-mail is studied and informed to him.
 
Corruption can be dealt with if there is a will and tenor to sustain that will. 
A furious Nehru when told of Congress leaders stacking money in Swiss Banks 
asked CBI's Kandaswamy to investigate and found the main culprits were his 
bosom colleagues JagjivanRam and Kairon! The matter was filed. 
AminchandPyarelal scam at Nehru's time is well known but they could not be 
caught and his son Swaraj Pal is in UK.
 
There should be courage and determination to eradicate corruption which is 
lacking in all levels in Govt. Learn from Gujarat his has been minimised.

This is sample only you may note 95% of govt. employees are currupt, they can't 
do any thing without commission and so on. The state is doing currupt practice 
and behaviour from bottom to top. How could we ponder the situation, it is 
challange. It is clear thing that no other side agency could do much in this 
way, let me think how could we make a responsible burecracy.

Shibu Soren openly admitted having taken Rs.75 lakhs(?) from the Congress Party 
to prevent the Narasimha Rao Govt. from voted out in Lok Sabha. Soren was also 
an accised in getting his Secretary murdered as he was fully in the know of all 
corrupt dealings. What has happened to Shibu Soren? Hot Ministership under 
Congress.
 
Narasimha Rao agreed Harshad Mehta met him, confirmed as per the office records 
and personnel who saw him enter the PM's cabin with a large suit case. However, 
it was not revealed that Sitaram Kesri, who was waiting in the ante-room took 
away the suit case as the treasurer of Congress Party. Narasimha Rao, though 
admitted meeting Harshad Mehta- purpose not revealed- however denied taking any 
money from him, which was the truth!!
 
Corruption starts at the top. The latest was Bharadwaj allowing Quottrochi to 
withdraw the frozen funds in UK Bank and CBI playing a second fiddle, headed by 
Vijayshankar by out of turn promotion for his helping Quottrochi escape the 
conviction at Malaysia!! The Argentina drama cted by CBI and Bharadwaj are an 
open secret how Sonia Gandhi influenced these actions to save her brother in 
law.
 
Why don't you look at Gujarat? The CM declared having a house of purchase value 
Rs.1.5 lakhs, bank balance of below Rs.50,000 and nothing else whereas a Muslim 
MP from Kerala declared his assets as Rs.80 Cr.!!- who had a tiff with a pilot 
at ozhikode airport and was asked to deplane.

'India's poorest paid over Rs 800 cr as bribe in 2007'

The level of corruption is "alarming" in the states of Assam, Bihar, Jammu and 
Kashmir, Uttar Pradesh and Madhya Pradesh, says a new survey based on 
experience of Below Poverty Line (BPL) households in availing various public 
services last year.

The 'India Corruption Study 2007', brought out by NGOs Transparency 
International India (TII) and Centre for Media Studies (CMS), found that about 
one-third of Below Poverty Line (BPL) households in the country bribed 
officials to avail a total of 11 services -- from police to PDS.

According to the survey, which covered 22,728 households in all states and 
Union Territories, Rs 8,830 million (Rs 883 crore), in all, was estimated to be 
paid as bribe by BPL households last year.

The report grouped states into four levels on extent of corruption -- alarming, 
very high, high and moderate.

While five states come into the "alarming" category, the corruption level is 
"moderate" in states like Himachal Pradesh, Andhra Pradesh, Maharashtra, 
Punjab, Uttarakhand, Haryana and West Bengal, the survey found.

Karnataka, Rajasthan and Tamil Nadu fall into the "very high" group, according 
to the report that took into account corruption experienced by poor families 
while availing basic services like PDS, hospital, electricity and water supply 
as also need-based services like land records and registration, housing, 
banking and police service.

Among the smaller states and UTs, in Nagaland and Goa, most of the 11 services 
had high or very high or alarming level of corruption whereas it was moderate 
in Chandigarh and Tripura.
