Dr.Sharmaji, Adequate laws are already there to punish civil servants on condition that consent of UPSC is required for such proceedings. Usually any such action against them drags on in the appellate levels for several years until the incumbent retires. In a Country where Laaw Minister himself as well as head of CBI is corrupt how could we expect enforcement of law? Law Minister Bharadwaj ignored the Bofors case under sub judice in Supreme Court and under investigation by CBI uniltaerally informed the release frozen dispute millions to Quottrochi !! CBI ignored the Argentinian Govt. letter about detention of Quottrochi under Red Corner Notice for over two weeks on the excuse that the same had to be got translated from Spanish!! Sharma who was rewarded with out of turn promotion to Directorship of CBI for enabling Quottrochi escape from Malaysia without contesting the case properly, again was faithful to the bosses by not meeting the deadlines for filing replies in Argentina allowing release and escape of Quottrochi to italy. Mr.N.Vittal, as Central Vigilance Commissioner had recommended what you say here, appropriation of illegally attained wealth by Govt. in the absence of a satisfactory explanation from every functionary except Prime Minister and President. A Parliamentary Committee headed by Sharad Pawar was appointed to study and report to Parliament!! The Cat was asked to reabout the fate of the mouse and the result was obvious!! ARC reports will not have any effect on the Govt. and this is another attempt by the Centre to exhibit its "nobility" prior to elections! Let Mr.Ramachandran explain the fate of earlier recommendations by CVC!

The Administrative Reforms Commission (ARC) in India has recommended for it to ensure transparency and ethics in governance. "Much thrust has been laid on bringing about ethics in governance," a senior Member of the Commission V Ramchandran said. Recommendations of the Commission are expected to be implemented by the end of the year. Seven reports have already been submitted by the commission. "We have made certain vital suggestions for forfeiture of property and wealth acquired through illegitimate means, as also for simplifying procedures for prosecution of corrupt officers," he said. Provision for protection of honest and upright officers and stability in tenure of civil servants were among the other significant recommendations of the commission, reports IANS. The commission has also called for doing away with such laws and procedures that create only hurdles rather than improve governance.
