Indeed there are many possible scenarios other than war and other options
that are available and should be seriously looked at. Most promising- the
strengthening of civil society and international interventions that both you
and the article talk about. War and conflict alone are not actions and
adopting other possibilities need not necessarily be inaction - but could
perhaps prove to be a prudent action under the circumstances.
