Dear Sir,
I would like to congratulate you for a rigorous and thoughtful draft
formulation of notification for the promotion of University/College teachers.
This is destined to bring out transparency in the appointments and quality
education in the country. Nevertheless, I would like to manage your attention
to clause of draft notification no. 4.3.0 (iii) where by the minimum
qualification for the appointment of Associate Professor is “eight years
teaching/research experience in regular position equivalent to Assistant
Professor”. This may affect the talent in following three ways:
A person working abroad as a Post-doc fellow or teacher on contract basis may
not be able to apply for the post of Associate Professor in India.
An Assistant professor working in India with outstanding academic/publication
record may not be eligible to apply for the post of Associate Professor unless
he or she completes the required 8 years of teaching/research in a regular
position.
A person working in a corporate sector for several years may not be able to
migrate to University/Research Institute.
Therefore, it may be suggested to kindly modify the notification accordingly
and the criteria of regular teaching/research may be dropped and/or replaced by
some suitable alternate so as to cater the competent faculty in the
Universities for betterment of teaching and research.
