When encoding the italicized quotes using ISO-8859-1 the resulting value is
invalid.
It should be marshalling the value to ” but instead the result is
ȁN; which is not a valid hex value.
I've attached the starter example with the city set to the special character so
that you can see what's happening in the out.xml.
