The format element defines a conversion between some primitive or object type and the text representation used for that type. The format attribute gives the name of the (previously defined) format to use when converting 'this' value. See:

What is the difference between the element “format” and the attribute “format” of the “value” element?

And what is the syntax for using the attribute “format” in the “value” element?
