Unmesh, you might want to double check the requirements for submitting the request to the device. It doesn't look like the device even cares about namespacing and not including xmlns is still valid xml, so it won't break validity. The response seems like it doesn't namespace the BPDHeader, etc... I don't think there is a difference between xmlns="" and not including default namespace period.
