I think <pluginManagement> section is only for configuration of the
plugins, doesn't take effect until you define it in <plugins>, similar
to <dependencyManagement>
Try adding the following into <plugins>
<plugin>
<groupId>org.jibx</groupId>
<artifactId>maven-jibx-plugin</artifactId>
</plugin>
