This error was occurring because I had two separate Python 3 installs:
* The Python 3.8.2 install that ships with Big Sur
* A Python 3.9.1 install that I installed with {{python-3.9.1-macosx10.9.pkg}}
downloaded from [python.org/downloads|https://www.python.org/downloads]
After I removed the latter, the error stopped occurring.
