Description:
To dos to add later:
* Check if {{withr::with_makevars(list(LDFLAGS = ""),
remotes::install_github(...)}} is sufficient instead of
{{withr::with_makevars(list(CPPFLAGS = "", LDFLAGS = ""),
remotes::install_github(...)}}
* add a latest nightly downloader helper function

The only one we don't recommend being on is ARROW_HDFS, should we add that (at
least to the "full" section)? Then builds with the R instructions should be
compatible with python too.
