So with I right that on the creating-the-queue repo: if one has access to 
ursacomputing/crossbow then steps 1+2 from 
https://arrow.apache.org/docs/developers/crossbow.html#install are extraneous 
and step 3 should be clone ursacomputing/crossbow?
