I might be mistaken, but I believe that {{_R_CHECK_DEPENDS_ONLY_=true}} makes
it so that {{R CMD CHECK}} doesn't proactively error if a package listed in
suggests is not available.
The CI proposed is (kind of) the flipside of that (though will require using
that flag, I believe): run the checks and _make sure_ that the suggested
packages are definitely not installed/available.
