No, that is not correct.
There is no connection between Oracle and the Apache Jena project.
The Jena project is entirely volunteer contributors.
Oracle released a proprietary, closed source adapter for their product.
It is the Oracle page that says:
bq. Because of the nature of open source projects, you should not use this
support for Apache Jena with later versions of Jena.
Someone has a license for Oracle Spatial.
The relationship is between the licensee and Oracle.
Support is provided by Oracle.
