[~wushujames], just increasing controlled.shutdown.retry.backoff.ms may not 
help. You really don't want the ControlledShutdown request to timeout. For 
that, you need to increase controller.socket.timeout.ms. The controller reports 
the latency for the ControlledShutdownRequest. So, from that metric, you can 
figure out how much to increase.
