When bootstrap server is down, a KafkaProducer with transactionId endless waits
on initTransactions.
The timeouts don't apply to that operation: don't honor the
{{TRANSACTION_TIMEOUT_CONFIG.}}
Attached an example of my code to reproduce the scenario.
