Description:
# In the current situation, each running broker node will have a thread running
in the ControllerEventManager instance, and also collect related metrics. After
the controller is changed, the old node should close the idle thread in
ControllerEventManager and and metric collection when resigning.
# ControllerStats also needs to clean up the metric when the controller is
resigned due to a change.
