Review Comment:
   So across all types of groups (generic, consumer) we can only have one type 
of group with a given name. We can't have a foo consumer group and a foo 
generic group. Are we also enforcing this when we create groups? 
   
   Looks to be the case if we only create groups via 
getOrMaybeCreateConsumerGroup
