When received LeaderAndIsr request, we'll notify remoteLogManager about this leadership changed to trigger the following workflow. But LeaderAndIsr won't be sent in KRaft mode, instead, the topicDelta will be received. This PR fixes this issue by getting leader change and follower change from topicDelta, and triggering rlm.onLeadershipChange to notify remote log manager.
