Review Comment:
   we can probably simplify this to something like:
   `if (currentReplicaState.brokerEpoch.exists(_ > brokerEpoch))`
   
   I think we can also directly just throw `NotLeaderOrFollowerException` 
instead of redirecting through `Errors.NOT_LEADER_OR_FOLLOWER.exception`.
