I did some digging and could not find it either... Originally, it was proposed

but I could not find any commit which would have actually added it to the
code... The "release history" listed on the KIP does also not mention it.
I could only find the commit for `active-process-ratio`

\cc [~guozhang] [~cadonna] would you know if we did not add it on purpose or
not add it by mistake, or point to the code?
If we really never added it, I am just confused that this was not detected on
the other KIP which deprecates it...
