[~cmccabe] PPardon me, but it appears that `upgrade_test.py` is used to run
ZooKeeper-based upgrades. Additionally, we already have `kraft_upgrade_test.py`
to verify KRaft-based upgrades. That is why I removed upgrade_test.py. Please
correct me if I'm wrong.
