Part of KIP-1106. This PR depends on https://github.com/apache/kafka/pull/17973 -- To speed up development, I did this PR for the KS internal changes in parallel, so we can meet the feature freeze deadline for 4.0.0. This PR also incomplete, as it does not use the new `by_duration` strategy yet. Will add this soon including new test. Opened this PR early so we can align it to the work of #17973, and allow for early review, and to ensure that the internal refactoring is sound.
