For 1), besides the code complexity I'm also a bit worried about it inevitably 
going to "poke a hole" from the KafkaAPIs to the GroupCoordinator which makes 
code hierarchy / dependency a bit messy. If the work amount of 2) is not too 
huge compared with 1), I'm in favor of doing that directly (just my 2c, and I'm 
happy to listen to [~enether] and [~hachikuji] if they feel strong about doing 
1) asap).

Note that there are some after-thought about the 
`group.initial.rebalance.delay.ms` config, primarily as it is a broker-level 
global config and hence not very flexible. I think KIP-345 is actually trying 
to address it and hopefully it can deprecate this config.
