correct, the confusion was with the `getOrMaybeCreateConsumerGroup` (vs
Persisted). Agree with your reading.
Let's only update the java doc on this `getOrMaybeCreatePersistedShareGroup`
to reflect that it throws IllegalState in the case of wrong type (it currently
has GroupIdNotFound, and consumer group instead of share)
