Thanks, @janchilling, for raising the issue and the PR. As discussed/agreed in the ticket, the plan was flushing and check-pointing during a successful execution of `reprocessState` or `restoreState` method in `GlobalStateManagerImpl` class to cover the instant restart and scaling out cases.
