Review Comment:
   Since the base value of `newQuotaTypes` is NoQuotas, and `x | 0 = x`, I kept 
`|=` operator to emphasize that we are using a bitwise OR to calculate 
newQuotaTypes. Both `newQuotaTypes = QuotaTypes.UserClientIdQuotaEnabled` and 
`newQuotaTypes |= QuotaTypes.UserClientIdQuotaEnabled` have the same result
