I build Kafka 4.1.0 with the patch, installed it locally, and then ran the 
zio-kafka unit tests on my machine, with and without our 550ms delay workaround.

Without the 550ms, for example the test 
[https://github.com/zio/zio-kafka/blob/ae9f4b681722cf490fc4ed1a38ba9d46efcbb75e/zio-kafka-test/src/test/scala/zio/kafka/admin/AdminSpec.scala#L94-L115]
 fails with an 
{{org.apache.kafka.common.errors.UnknownTopicOrPartitionException}} on line 
106. There are ~6 more tests in the same file that fail (the number of failing 
tests fluctuates per run).

Instead of trying to get server logs, I ran mentioned {{AdminSpec}} tests from 
IntelliJ in debug mode, with a break-point in the patched 
KRaftControlRecordStateMachine (at the place where it would do the extra log at 
the error level). Running the tests several times did not trigger the break 
point, even though the tests continue to fail.

Note: zio-test runs all the tests concurrently. When I run only a single test, 
it never fails.
