Review Comment:
We plan to file a patch to ensure that both broker and cluster
configurations are loaded prior to the initialization of log components.
The goal is to ensure consistency. Currently,
readDynamicBrokerConfigsFromSnapshot causes a fail-fast if invalid configs
exist in the snapshot. We believe invalid configurations in the metadata log
tail should also trigger a fail-fast during startup, rather than being ignored
initially.
